Such an error means:

• You have deleted your public_html folder. In this case please try re-creating it with default 751 permissions;

• You have corrupted Sitebuilder's “public_html/_mgxroot” folder. In this case please try renaming it to “ public_html/_mgxrootOLD”. This can be done from your cPanel, File Manager.
