Converting an existing phpBB 2 forum to phpBB 3 is not that difficult. All you have to do is first install a fresh copy of phpBB 3. Then, after the installation is finished, you should click on the Convert tab in the installation menu.

There you will have to enter the MySQL information about the phpBB 2 database and username, as well as the location of the phpBB 2 installation folder. You should enter localhost for database host.
